Community Rules and Regulations
General Conduct
The Riverside Community Association (RCA) is committed to maintaining a pleasant, safe, and attractive environment for all residents. These rules apply to all homeowners, tenants, family members, and guests.
Noise and Quiet Hours
Quiet hours are observed from 10:00 PM to 7:00 AM Sunday through Thursday, and 11:00 PM to 8:00 AM on Friday and Saturday. During quiet hours, noise should not be audible beyond the property boundary. Construction and power tool use is permitted Monday through Saturday from 8:00 AM to 6:00 PM only. No construction activity on Sundays or federal holidays. Outdoor parties with amplified music require advance notification to adjacent neighbors and must end by 10:00 PM (11:00 PM on Fridays and Saturdays).
Parking
Each residence has a two-car garage and driveway parking for two additional vehicles. Street parking is permitted for guests for up to 72 hours. Vehicles parked on the street for more than 72 hours may be tagged for towing. Commercial vehicles, RVs, boats, and trailers may not be stored on driveways, streets, or in view from the street. These must be kept in enclosed garages or at off-site storage. Inoperable vehicles must be removed within 14 days of notice or stored in an enclosed garage. The speed limit within the community is 25 mph on all streets and 10 mph in parking areas.
Pet Policy
Residents may keep up to three domestic pets (dogs, cats, or small caged animals). Aggressive breeds require additional liability insurance and must be reported to the management office. Dogs must be leashed at all times when outside the owner's property. Pet owners must immediately clean up after their pets in all common areas. The dog park is located near the south entrance and is open from dawn to dusk. Dogs must be supervised at all times in the dog park. Barking that continues for more than 15 minutes may result in a noise violation.
Violation and Enforcement Process
First offense: Written courtesy notice with 14 days to correct the violation. Second offense: Written warning with 7 days to correct. Third offense: Fine of $50 imposed, with 7 days to correct. Ongoing violations: Fines increase to $100 per occurrence after the third offense. Residents may appeal fines by submitting a written request to the board within 30 days. Appeals are heard at the next scheduled board meeting. Fines unpaid after 60 days are added to the homeowner's assessment account and may result in a lien on the property.
Trash and Recycling
Trash and recycling bins must be placed at the curb no earlier than 5:00 PM the evening before collection and removed by 9:00 PM on collection day. Bins must be stored in the garage or behind a screening wall when not at the curb. Pickup schedule: trash on Monday and Thursday, recycling on Wednesday, yard waste on Friday. Bulk item pickup is available by appointment — call the management office to schedule. Holiday schedule changes are posted on the community website and bulletin boards.

Community Amenities
Pool and Splash Pad
The community pool is open Memorial Day through Labor Day, daily from 8:00 AM to 9:00 PM. Access requires an active resident key fob. Each household receives two key fobs at closing — additional fobs are available from the management office for $25 each. Guests are welcome but must be accompanied by a resident at all times. Maximum four guests per household per visit.
Pool rules: children under 14 must be supervised by an adult resident, no glass containers in the pool area, no diving (pool depth is 5 feet maximum), no running on the pool deck, proper swim attire required (no cutoffs or street clothes), shower before entering the pool.
The splash pad is open during pool season and is free for all residents. No reservation required. Designed for children ages 2-10.
Pool party reservations: residents may reserve the pool pavilion for private parties (up to 30 guests) on Saturdays and Sundays. Cost: $75 for a 3-hour block. Reservations must be made at least 14 days in advance through the management office. A $200 refundable security deposit is required.
Clubhouse
The community clubhouse is located at 100 Riverside Drive and is available for resident events. The clubhouse includes a main hall (capacity 80 seated, 120 standing), a full kitchen, restrooms, AV equipment (projector, screen, speakers), and tables and chairs.
Reservation fees: $150 for a 4-hour block (Monday-Thursday), $250 for a 4-hour block (Friday-Sunday). A $500 refundable security deposit is required. The clubhouse must be returned to its original condition. Cleaning fees of up to $200 may be deducted from the deposit if the space is not properly cleaned.
To reserve: submit a Facility Reservation Form at the management office or online at least 21 days before your event. The management office will confirm availability within 3 business days.
Fitness Center
The fitness center is open 24/7 for residents aged 16 and older. Access via key fob. Equipment includes treadmills, ellipticals, stationary bikes, free weights (up to 75 lbs), weight machines, and a stretching area. Wipe down all equipment after use. No personal trainers or group classes without management approval. Report equipment issues to the management office.
Tennis and Pickleball Courts
Two tennis courts and two pickleball courts are available on a first-come, first-served basis from 7:00 AM to 10:00 PM. Court lights operate until 10:00 PM (switch located at the court entrance). Maximum 1.5-hour play per group when others are waiting. No hard-soled shoes on the courts. Courts may be reserved for community tournaments or lessons through the management office.
Walking Trails and Parks
The community includes 3 miles of paved walking trails, two playgrounds (ages 2-5 and ages 5-12), a fishing pond (catch and release only, no swimming), and four covered picnic areas available first-come, first-served. Trails are open from dawn to dusk. Bicycles and skateboards are permitted on trails but must yield to pedestrians.

Architectural Review Guidelines
Purpose
The Architectural Review Committee (ARC) ensures that all exterior modifications maintain the community's aesthetic standards and property values. All exterior changes visible from the street or common areas require ARC approval before work begins. Starting work without approval may result in fines and a requirement to restore the original condition at the homeowner's expense.
Submitting a Request
Submit an Architectural Modification Request (AMR) form to the management office or online. Include: a description of the proposed change, site plan or sketch showing the location, material samples or product specifications, color samples (for paint, siding, roofing), contractor information (if applicable), and estimated start and completion dates.
The ARC meets on the first and third Tuesday of each month. Requests must be submitted at least 10 days before the meeting for consideration. The committee will respond in writing within 5 business days of the meeting. Approval is valid for 6 months — work must begin within this period or a new request is required.
Common Modifications
Fences: Maximum height 6 feet for backyard, 4 feet for front yard. Approved materials: wood (cedar or pressure-treated pine), vinyl, or wrought iron. Chain link fencing is not permitted. Color must complement the home's exterior. Fence must be set back at least 6 inches from property lines.
Paint and exterior colors: All exterior paint colors must be selected from the community-approved color palette, available at the management office and on the community website. The palette includes 48 pre-approved body colors and 24 trim colors. Colors not on the palette may be submitted for individual review.
Landscaping: Homeowners are responsible for maintaining their front and side yards. Grass must be kept below 6 inches. Dead trees, shrubs, or plants must be replaced within 30 days. Decorative rock or mulch beds are permitted. Artificial turf requires ARC approval and must be high-quality with a natural appearance. Garden structures (pergolas, arbors, trellises) require ARC approval. Maximum pergola height: 10 feet.
Solar panels: Permitted on rear-facing or side-facing roof slopes. Front-facing installations require ARC approval and must be flush-mounted. Solar panels must match the roof color as closely as possible.
Satellite dishes: Dishes up to 39 inches in diameter may be installed without ARC approval per FCC regulations. Placement should minimize visibility from the street when possible.
Driveways and walkways: Extensions or replacements must use materials matching or complementing the original. Approved materials: poured concrete, stamped concrete, pavers, or natural stone. Asphalt is not permitted.
Prohibited Modifications
The following are not permitted under any circumstances: above-ground pools, exterior storage sheds visible from the street, window-mounted air conditioning units, permanent basketball hoops in front driveways, commercial signage, and exterior security bars on windows or doors.
